However, they are often overlooked in policies and planning. What causes people with disabilities more than anything else is not only their physical and physical disorders and differences, but also negative attitudes and attitudes and inappropriate social structures that deprive them of life opportunities and lead to isolation and rejection. People with disabilities become part of society and the environment. Therefore, the best way to help these people is to know based on facts and be aware of their rights and abilities. In the Convention on the Rights of Persons with Disabilities, \"persons with disabilities include those with long-term physical, mental, intellectual or sensory disabilities who, in the face of various obstacles, may be prevented from fully and effectively participating in an equal situation in society.\" The Global Action for Poverty and Rehabilitation, the Standard Law on Equal Opportunities, the Declaration of the Rights of Persons with Disabilities, and finally the Convention for the Protection of the Rights of Persons with Disabilities have set out various aspects of the rights of persons with disabilities in all aspects of life. Today, the participation of people with disabilities at all levels of society and their normalization in programs and laws is one of the main development policies. In recent years, increasing attention has been paid to people with disabilities achieving living standards, and achieving opportunities on an equal basis with others, which can be fruitful in improving their lives. فقر و توان‌بخشی درصد قابل‌توجهی‌ از جمعیت از افراد کشورهای درحال‌توسعه را شامل می‌شوند. بااین‌وجود اغلب در سیاست‌ها و برنامه‌ریزی‌ها مغفول می‌‌مانند. آنچه بیش از هر چیز افراد دارای معلولیت را با مشکل مواجه می‌‌سازد، نه‌تنها اختلالات و تفاوت‌های جسمی‌ و فیزیکی‌ آنان نیست، بلکه نگرش‌ها و برخورد‌های منفی‌ و ساختار‌های نامناسب اجتماعی است که فرصت‌های زندگی‌ را از دسترس آن‌ها خارج و منجر به انزوا و طرد افراد دارای معلولیت از جامعه و محیط اطراف می‌‌شود. لذا بهترین کار جهت کمک به این افراد شناخت مبتنی‌ بر واقعیات و آگاهی‌ از حقوق و توانایی آن‌هاست. در کنوانسیون حقوق معلولان، "افراد دارای معلولیت شامل کسانی‌ می‌‌شوند که دارای نواقص طویل‌المدت فیزیکی‌، ذهنی‌، فکری یا حسی می‌‌باشند که در تعامل با موانع گوناگون امکان دارد مشارکت کامل و مؤثر آنان در شرایط برابر با دیگران در جامعه متوقف گردد."برنامه اقدام جهانی‌ برای فقر و توان‌بخشی، قوانین استاندارد برابر سازی فرصت‌ها، اعلامیه حقوق معلولان و درنهایت کنوانسیون حمایت از حقوق افراد دارای معلولیت جنبه‌های مختلف حقوق افراد دارای معلولیت در تمامی‌ ابعاد زندگی‌ را تدوین نموده‌اند. امروزه مشارکت افراد دارای معلولیت در تمام سطوح جامعه و عادی‌سازی آنان در برنامه‌ها و قوانین، از سیاست‌های اصلی‌ توسعه‌ای می‌‌باشد. در سال‌های اخیر توجه روزافزونی نسبت به دستیابی افراد دارای معلولیت به استانداردهای زندگی‌ و دستیابی به فرصت‌ها بر پایه برابر با دیگران شده است که می‌‌تواند در بهبود زندگی‌ ایشان مثمر ثمر واقع شود. /downloadfilepdf/82898
